The property tax rates for Fiscal Year 2014 have been approved by the Department of Revenue. The new rates are; Residential $11.39, Commercial, Industrial & Personal Property $18.50. Tax rates are expressed in $/1,000.
For FY2014, the Board of Selectmen adopted as Residential Exemption Amount of $175,127 or $1,994.70 in tax dollars.
Annual Income & Expense Questionnaires for Fiscal Year 2015 for Apartment and Commercial properties are due by June 2, 2014. A letter of explanation and the questionnaires are in the Forms Section under Property Income & Expense Reports. The Fiscal Year 2014 Tax Classfication Hearing was held by the Board of Selectmen on Tuesday December 3, 2013 in the Selectmen's Hearing Room. The hearing is held pursuant to the requirements of General Laws Chapter 40, section 56 and is held annually prior to a vote on the matter of shifting the tax levy between the major classes of property and determing the percentages of the levy to be bourne by each class. The selectmen will also consider the adoption of certain class exemptions, including the residential exemption. The Board of Assessors presentation at the beginning of the hearing is available here.
Statutory Exemptions: The Massachusetts Department of Revenue has issued updated taxpayer brochures to assist in understanding the statutory tax exemptions that are available to eligible property owners. The new brochures can be viewed or downloaded by clicking on the following links: Blind Exemption, Elderly Exemption, Surviving Spouse-Child, Veterans Exemption.
Applications for statutory exemptions can be filed by March 31, 2014. Application forms can be downloaded from this site in the Forms section under Statutory Exemptions or call the Assessor's Office for assistance at 617-730-2060.
The Fiscal Year 2013 Tax Rates were:
Residential $11.65/1000, Commercial, Industrial, & Personal Property $18.97/1000
The Assessor's Office is responsible for administering the property tax and motor vehicle excise tax for the Town of Brookline. The property tax includes real estate and tangible personal property accounts. Assessed values are subject to triennial review and certification by the Department of Revenue. The Assessors grant all statutory exemptions and act on all abatement applications. The Assessors are responsible for defending all appeals made to the Appellate Tax Board. The Assessors administer all special assessments under qualifying farm and forest management and open space preservation programs. Assessments in Massachusetts are based on full and fair cash value as of January 1. The Brookline Assessors use modern mass-appraisal techniques and data standards defined in Standard 6 of the Uniform Standards of Professional Appraisal Practice (USPAP) of the Appraisal Foundation and valuation standards defined by the International Association of Assessing Officers (IAAO).
