Mission

Analyze the potential acquisition of 107-111 Cypress Street, make recommendations to the Board of Selectmen, and if deemed appropriate, prepare a proposal package for Town Meeting consideration.

Scope or Work

The Scope of Work for this Committee will include, but not be limited to:

  1. Decision making process design
  2. Initial outreach to neighborhood and potential user groups to understand needs and concerns
  3. Analysis of Zoning, Land use and neighborhood considerations
  4. Analysis of likely alternative outcomes, including fiscal impacts to Town, if Town does/ does not acquire property
  5. Site evaluation for potential school/municipal uses
  6. Financial Analysis including site valuation with respect to the property
  7. Outreach to neighborhood and Town groups prior to final recommendations
  8. Financing strategies, if acquisition deemed appropriate
  9. Recommend and complete any due diligence deemed necessary prior to acquisition
  10. Prepare proposal package for Board of Selectmen, Town Meeting consideration

The committee will be supported by Town staff and consulting resources as necessary.

Committee Composition

Given the Committee’s charge and scope, the Board of Selectmen appointed Committee members with:

  1. Familiarity of neighborhood
  2. Familiarity of current municipal and school facility needs
  3. Expertise in one or more of the following technical skills:
    1. Municipal/Institutional facilities
    2. Real Estate Finance
    3. Real Estate Development, especially related to MBTA concerns
    4. Construction costs
    5. Property Law
    6. Negotiating
