Marijuana Delivery/Courier Licenses
Delivery Operators vs. Couriers
Under the Cannabis Control Commission's regulations, there are two types of delivery licenses: Marijuana Delivery Operators and Marijuana Couriers, with similar but distinct roles.

Delivery Operators
Marijuana Delivery Operators are entities that are licensed to purchase at wholesale and warehouse finished marijuana products acquired from a marijuana cultivator, product manufacturer, microbusiness or craft marijuana cooperative, and white-label, sell and deliver finished marijuana products, accessories and branded goods directly to Consumers.
This license type is not authorized to repackage marijuana or operate a storefront under this license.
Couriers
Marijuana Couriers are entities licensed to deliver finished marijuana products, accessories, and branded goods directly to consumers from a marijuana retailer, or directly to registered qualifying patients or caregivers from an MTC.
This license type is not authorized to sell marijuana or marijuana products directly to consumers, registered qualifying patients or caregivers and is not authorized to wholesale, warehouse, process, repackage, or white-label.
Town Draft Regulations
The Town is in the process of updating its bylaw to be consistent with the CCC's language to expand delivery-only uses for adult-use cannabis. The new Marijuana Delivery Operator and Courier licenses are available exclusively for Certified Economic Empowerment Priority Applicants (EEAs) and Social Equity Program (SEP) Participants for a minimum of three years. The Planning Department submitted Articles 19 & 20, which outline the draft regulations pertaining to Marijuana Delivery Operator and Courier Licenses in the Town of Brookline. On June 3, 2021, Town Meeting voted in favor of Warrant Articles 19 & 20.
.The Town is not currently accepting requests for HCAs until it has Attorney General approval. However, you follow this link to find the Host Community Agreement for Marijuana Delivery Operators and Couriers that has been approved by the Select Board.
Delivery Operator Overview (Warrant Articles 19 & 20)*
- Delivery Operators would be permitted in the Industrial and Office districts
- A minimum of one loading space shall be used to meet loading and delivery needs associated with this use
- Proposed maximum of 5,000 sf.
- Proposed license cap of four
Courier Overview (Warrant Articles 19 & 20)*
- Marijuana Couriers would be permitted in the Industrial, Office, Local Business, and General Business districts
- Proposed license cap of four
- Proposed maximum of 5,000 sf.
