1. Public hearing followed by discussion and possible vote(s) on potential amendments to Section 2.5.2 (Combined Reports) of the General By-Laws (requirement that the Select Board and Advisory Committee hold public hearings, prepare reports, and offer recommendations on articles on the warrant for a Town Meeting) and to Section 3.22 (Public’s Right To Be Heard on Warrant Articles) of the General By-Laws (requirement that Town committees hold public hearings before votes on articles on the warrant for a Town Meeting).

 

2. Public hearing followed by discussion and possible vote(s) on potential amendments to Section 2.1.3 (Filing of Articles) of the General By-Laws that would increase the interval between the closing of the warrant and the opening session of Town Meeting from 75 days to 100 days.

 

3. Discussion and possible vote(s) related to the substance of one or more CTO&S reports regarding issues raised by Article 5 of the November 2022 Town Meeting, including (a) required hearings, reports and recommendations by the Select Board and Advisory Committee on warrant articles; (b) changing the requirements for filing warrant articles; (c) changing the amount of time between the closing of the warrant and the first night of Town Meeting; and (d) issues related to Select Board workload such as licensing responsibilities, signatory responsibilities, and committee participation.
