EXECUTIVE SESSION - POLICE COMPLAINT
For the purpose of discussing a complaint brought against public employees, under purpose one, and conducting a civilian complaint appeal hearing pertaining to a complaint made against the Brookline Police Department.
EXECUTIVE SESSION - LITIGATION
For the purpose of continuing the discussion from August 15, 2023 of two complaints brought by one complainant against several Brookline Police Department officers, under purpose one, under the Town’ Policy against Discrimination, Sexual Harassment, and Retaliation policy, regarding incidents that occurred on various dates.

Question of approving the authorization to hire request for the following positions in the Planning and Community Development Department:
Community Planner (GN-11)
Housing Project Planner (GN-11)
Zoning Coordinator/Planner (GN-10)
Question of approving the authorization to hire request for a Senior Public Health Inspector (GN-10) in the Environmental Health Division of the Department of Public Health and Human Services.
Question of approving the authorization to hire request for the following Library positions:
Reference Librarian I (T304)
Question of approving the authorization to hire request for 2 firefighters in the Fire Department.
Question of approving the authorization to hire for a Civil Service Sergeant in the Police Department.
Question of accepting a grant from the Urban Areas Security Initiative (UASI) to acquire a two-factor authentication application for the Police Department in the amount of $60,000.
Question of authorizing the Select Board Chair to sign letters from multiple municipalities regarding DPU Community Aggregation guidelines and support for proposed legislation (H.3852) to reduce DPU review time of Community Aggregation plans.

2023 FALL SPECIAL TOWN MEETING WARRANT
Question of approving the Moderator's request for a hybrid Special Town Meeting on Tuesday, November 14, 2023.
Question of executing the Warrant for the November 14, 2023 Fall Special Town Meeting.
Question of calling a Special Town Meeting within the Fall Special Town Meeting on Tuesday, November 14 2023, and executing the warrant.
Discussion and possible vote to call a Third Special Town Meeting, to be held during the Special Town Meeting currently called for November 14, 2023, for the purposes of bringing forth a Warrant Article that contains the same language as the Select Board’s Warrant Article 3 of the regular Special Town Meeting, except that it would mandate ground-floor commercial use in all HS- districts.
WARRANT ARTICLES PUBLIC HEARING
Public Hearing and possible vote on the following articles for the 2023 Special Town Meeting:
Article 1 - Unpaid Bills
Article 7 - Senior Water/Sewer Rate Discount Program
Article 11 - Rename "Community Preservation Committee" to Community Preservation Act Committee
Article 12 - Allow the Town Clerk to make non-substantive corrections to the General and Zoning Bylaws
TOWN GOVERNMENT SURVEY
Discussion and possible vote on directing staff to create a survey to disseminate to Brookline residents regarding the effectiveness of Brookline Town Government.
BOARD AND COMMISSIONS REVIEW
Discussion and possible vote to consider discontinuing the Zoning Bylaw Committee.
